first open console and write
sv_voicecodec "voice_speex"
sv_voicequality "1-5" (default 3)
Go to options>voice
check enable voice in game
thats about it , you can change recive and output volume
If u do that your mic will work fine!

ehm those console commands are for server side only,they dont do anything on the client side unless they are playing single player....
