User Categories

Hey
is there a script aviable whitch makes some User Categories

Just a small Idea:

VIP User
- users with special privileges(hats,new skins and more)
If you want to be a VIP you must have a metter Rank than 30.

Moderator Level 1
- moderates the game, has authority to band player limitedly,
( more hats than VIP, more skins and more)

Moderator Level 2
- moderates the game, has authority to ban users permanently
(same hats and Skins like Moderator 1, can change the Map)

Administrator
- administers the server and the users
(has the most hats and skins and everything like Moderator 1&2)

Hope you Guy will see my Idea and tell me what do you think about it.
p.S: i cant script CS1.6

Too complicated

we allready have basic , super , and full admin categories
And bout hats i can do that
